Europeans drive small cars with small diesel engines. Even their gas engines are small. If they need to move something, they call movers with a box truck. The majority of the continent has mass transit like crazy. You can live there and not need a car. We have like maybe 10 cities with a mediocre mass transit system. You travel there and you don't go far on small roads. North America went gas because we like powerful, yet quiet, and some hate to see the pollutants even though they are worse than diesel exhaust. Plus we have subsidized gas prices so we don't have to pay the amounts that Europe does.

Putting strict emissions on diesel engines is the wrong idea. That means that the average guy has to make multiple trips to carry the same load that he could have done in one load with a 1 ton diesel.
