He is saying that it's the tire that will rub...not the wheel. It's the total width of the tire that will affect your truck. You would have to go pretty wide on the wheel for it to affect things....but I can't be sure exactly how wide of a wheel will rub.

Example:
If you have a 8.5" wheel and a 13" wide tire the width is 13" total (roughly)
If you have a 9.5" wheel and a 13" wide tire the width is still 13" total (roughly)
If you put the same exact tire on those 2 wheels....the tire on the 9.5" wheel will be .4" wider than the one on the 8.5" wheel. For every .5" in wheel width the width of the tire will increase by .2" if you keep using the same tire.
