The last time I drilled chrome (a number of years ago), I started by using masking tape over the area to be drilled, used very sharp drill bits (new metal bits of course), started with a much smaller drill bit and then worked my way in several steps to the size I needed. Worked for me, but I am not sure that had I simply drilled the hole size needed that I wouldn't have ended up with the same result.
