If your are only running IE and it is noticeably slow, then upgrading ram from 1GB to xGB would probably not help much.
If the onboard video card is using 128mb of ram then your system only has 872mb available. As Richard pointed out, if you put in a new video card then disabling the onboard video card in BIOS will free up that ram for use by the system so you will get the full 1GB available.
Personally, I would not pour more money in a system that old. I just upgraded my notebook last week. I purchased a HPDV5000-1235dx for $729 at BestBuy. It has a Core 2 Duo chip 4GB Ram and 320GB HD and HDMI video out. I purchase a HDMI to DVI cable for $10 and run it in dual monitor mode. This allows me to have a browser open in one monitor and Outlook or what ever open in the other.

Bill PM'ed me the specs on his current Dell Dimension and it is an aging system, which is not compatible with the dual or quad core CPUs, and even today the RDRAM is very expensive (roughly $100 per GB). Like you guys, I also recommended he not pour a lot of money (other than maybe a new video card) into his current system but instead, either now or later, get a new system which has all the bells and whistles he wants and/or needs.
