Looks like it could be copper stranded wire. Either that or steel belt strands from another tire that disintegrated.

looks like a broken cord in the tire judging from the flat spot and wear in the tire

I did some Yeoman work in the NAVY. I had to have reports typed extremely Fast, and then hand delivered to the Captain of the ship every morning by 0700. I would receive my work at 0630. And you may not think they are Daddy Long Leg Tentacles, that's just because you have an untrained eye for these things.

You guys are basically right.

Technically it's called Migrating Filament, or Migrating Wire, or Wild Wire
Possible causes
Progressing from a puncture
Improper repair
Over-deflection
Other tire damage

Jonsy, not sure where you are, but you can swing in and p/u your hat.
